This paper discusses policy change and its ramifications, the theory behind change and the institutional context with external factors and their impact. The autonomy the American Wind Energy association established is known and evident across our landscapes, and now its expansion to a more encompassing Clean Power Organization as a change to a collective organizational stage is here. The human resistance to change and its effects are noted, and a continuing of the organization on its traditional goals of permitting and enabling clean energy and broadening the organization’s scope ameliorate any human resistance to change. The one unilateral change, the elimination of greenhouse gas reduction as an organizational goal, is discussed and proposal is made for its re-introduction.

This paper discusses policy change resistance, the theory behind change and the institutional context with external factors and their impact. Hal Rainey in his work Understanding and Managing Public Organizations (p 409) writes “The truth is that researchers and experts often note a
paradoxical aspect of change in public organizations. Far from being isolated bastions of resistance to change, they change constantly. This pattern may sometimes impede substantial long term change, however.” Currently the usage of UAV’s for humanitarian purposes in the United States Coast Guard and other organizations is impeded by numerous factors.
These factors are explored, and several important paradoxes noted.
