Our values about violence are in crisis. Our cities have been overrun with gun violence with no remedies or relief from our federal courts and congress; powerful lobbies clearly place interests of gun industries over public safety. The proposed solution should scare any reader as it is a budget proposal for starting a ‘well regulated militia’ to satisfy the constitution and thoroughly define that loosely defined and ignored requirement of the Constitution, for the sole purpose of providing a foundation for passing and enforcement of common sense gun safety regulations.
To articulate and apply a public service perspective, from Intro to Public Administration, Arguing for Modular Hardened Facilities: Satellite Hurricane Hardened Shore Port and Harbor Rescue 21 Stations, a Proposed Department of Homeland Security / US Coast Guard / Inter Agency Effort.
In the following paper, the public service perspective of maintaining government presence in ports during natural emergencies and disasters is defined. Currently the United States Coast Guard is renewing their coastal stations to a ‘Harbor Rescue 21’ program standard, stations at risk for damage in hurricanes, floods, and extreme tides. These stations all have similar characteristics which make them nearly modular in design.
Many other state and federal agencies have similar government responsibilities in communications, law enforcement, transportation, emergency aid, and should be pursuing similar ‘hardening’ of their port and shore facilities. This paper proposes a modular building block design to be supported by federal grants and aid to avoid duplication of work, excessive customization, and to spread economies of scale in upgrading and hardening facilities to local and state agencies.
