Acquisition Policy, Modular Standards of Info Tech Systems v. Customization
In the folllowing paper, the public service perspective of procurement of E government systems to overcome the current E - government divide between poor and wealthy communities are discussed. If the in place customized implementation of e-government systems was changed to using standard modules, wouldn’t this destroy the digital divide in the same way the model T destroyed the exclusivity of the automobile? Standards for modular design, allowing E government on a low cost and plug in module basis, is argued for. Several historical methods of production are discussed, from customization, to process oriented, to refinement by product, as related to their potential advantages when employed in E government systems. The recent past of pure custom designs, lack of interoperability, poor to no structure, are all considered and the benefits of a modular E government platform design with expandability and modularity are shown as ways of overcoming the current E - divide on providing government services.

Justification for study of Abusive Supervision remedies in Employment Policies
Diversity extends not only to E-government systems, hiring practices, gender equality, as previously discussed, but also to supervisory interaction between employees and their front line managers.
Within that daily exchange is a very old master servant relationship which is ripe for many types of abuses. One of these is Abusive Supervision, different from general harassment, in that it uses hostile verbal and non verbal behaviors. Abusive supervision is absolutely targeted toward the most diverse of us, such as “… a woman minority with less than an associate degree in a job with little resources and context where high stress demands exist to produce…”
As the effects of Abusive Supervision are so deep and broad, impacting home life, job performance, and general outlook, plus mental health, it is necessary to develop tools to identify it, outlaw it, and correct it. This paper discusses a key critical step toward accomplishing those goals.
